If you want better garbage collection in your game by an NPC use The Waste Manager Rework Mod. It will generate a service sim that will check to see if your household has any garbage, will empty any garbage cans that do, and leave with a trash bag in their hand.
Garbage Collector is a NPC only career which means the game will always pick the same sim for this job. Making it possible to create a custom Garbage Collector. Use the cheat “careers.add_career lotharihoe_garbagecareer” on any sim. Remember to move them off lot and into the “unplayed sims” category. (Source: lotharihoe Patreon)
